Help Save Kelowna’s Heritage Conservation Areas


In 1998, Kelowna established the Abbott Street and Marshall Street Heritage Conservation Areas (HCAs) to preserve our historic neighbourhoods. These areas cover less than 1.5 km², or 0.5% of the city, attracting both residents and tourists. The Abbott Street HCA is now a top spot for visitors, renowned for its greenery and significant trees.


With the new Kelowna 2040 Official Community Plan (OCP), the HCAs were classified as Core Area Neighbourhoods (C-NHD), allowing for 4-plexes, row housing, small businesses, and mixed-use developments along transit routes. KSAN opposed this classification during the OCP's creation, fearing it might lead to development in the HCAs. City planners reassured the public that the HCAs remain protected and referenced guidelines in Chapter 23 of the 2040 OCP.

However, houses in the HCAs are now listed as Core Area Neighbourhoods and labeled for "Land Assembly," indicating potential development. Old homes are being replaced, and the area's guidelines are not being upheld. We urge amendments to the 2040 OCP to retain the HCA designation for these areas, protecting their heritage. Please support this petition to help encourage Kelowna City Council to make this change.


This special Kelowna neighborhood has grown its tall trees and lovely views over the last hundred years.
